摘　　要：政策工具是实现义务教育师资均衡配置的重要手段,它具有可选择性、动态性和合法性等三个重要特征,包括命令、激励、能力建设、权威重组以及劝告五种不同的类型。在选择政策工具时要使政策工具与政策目标相适切、与政策环境相适应,并注意政策工具之间的相互协调一致。Policy tools are important means to achieve balanced distribution of teachers in compulsory education.It is optional,dynamic and legitimacy.And it consists of five different types： mandates,inducements,capacity building,reorganization of authority and suasion.In the choice of policy tools,we must make the policy tools and policy objectives appropriate,make the policy tools adapt to the policy environment and make the policy tools themselves mutually coherent.
