摘　　要：随着全球气候的加剧变化,越来越多的人开始重视人类生存的环境问题,低碳经济将成为21世纪人类不得不面对的选择。低碳经济不仅仅强调基础性能源的合理使用,同时也强调各种资源的合理使用和可持续的开发利用。作为当前社会经济发展中最重要的资源,合理地使用和开发人才资源,建立和完善人才资源的管理体系,将是有效降低碳排放量的重要手段。With the intensification change on global climate,more and more people began to concern about the environmental problems;the low-carbon economy will be the only choices in the 21st century.The low-carbon economy not only emphasized the rational use of basic energy,but also stressed the rational use and sustainable development of resources.Human resources is the most important resource of the current socio-economic development.It will be effective to reduce the carbon emissions by rational use human resources and establish a rational human resources management system.
