摘 要:上海世博会的举办,对上海口岸的通关效率和环境提出了更高的要求,出入境边防检查任务量的不断增加,给边检机关队伍管理带来了巨大挑战。要在分析边检队伍特征和现行的激励机制局限性的基础上,从组织行为学中的心理契约理论视角出发,构建基于心理契约的边防检查机关激励机制,具体包括情感激励、职业发展激励、边检文化激励三个层面,并对民警激励的有效实施提出建议。The holding of the World Expo Shanghai sets higher requirements on the working efficiency and environment of entry and exit frontier inspection stations. Increasing assignments pose a great challenge to the management work of frontier inspection agencies. This paper puts forward the construction of the incentive mechanism of frontier inspection authorities based on psychological contract through analyzing the characteristics of border inspection force and limitations of the existing incentive mechanism. The paper specifically mentions three aspects of the mechanism: emotional motivation, career development incentives and corresponding culture incentives. Moreover, it makes suggestions on the effective implementation of the mechanism.
