论现代农村经济社会对中等农业职业教育的新要求

摘　　要：随着新农村建设和现代农业的发展、土地流转体制改革和规模经营等农业与农村经济发展的历史性转变,大量的农业产业工人、农民经纪人、新型农场主等将应运而生,为农村培养急需人才和新型农民已迫在眉睫。但目前中等农业职业教育与现代农村经济社会的发展有许多不相适应的地方,要加快中等农业职业教育的发展,应尽快理顺管理体制,强化政府职能;启动农业职业教育立法;制定激励政策,鼓励中等农业职业学校招收半农半读学生;强化农业产业就业准入制度,加快推行职业资格证书制度;加大支持力度,制定实施中等农业职业教育振兴计划,扩大农业类专业招生规模。Along with the historical transformation of agriculture and rural economic development in the areas of new rural construction,modern agricultural build-up,land circulation system reform,and scale operation,a large number of modern agricultural personnel such as agricultural workers,farmer brokers and new-type farmers emerge as the times requires：hence the urgent need for training new-type farming personnel and professionals.In view of the incompatibility between the current secondary agricultural vocational education and the modern agricultural economic social development and the pressing demand on the secondary agricultural vocational education,the tasks of top priority should include straightening out the management relations,enhancing government functions,triggering the agricultural vocational education legislature,setting up incentive policies,encouraging the schools enroll part-farming,part-study students,tightening up agriculture employment permit system,speeding up implementing professional qualification certificate system,expanding support,making and carrying out the secondary agricultural vocational education plan,and expanding the admission size of agricultural specialties.
