摘  要:消除城乡之间教育质量上的差距是目前推进城乡教育一体化发展的攻坚所在。而城乡教育质量的差距主要是由于城乡教师队伍素质和水平不同所致。改革教师资源配置机制,大力加强农村教师队伍建设成为推进城乡教育一体化的关键。建立农村教师特殊津贴制度、实行义务教育阶段教师身份的公务员化、强化农村教师培训机制、深化农村中小学人事分配制度改革等,是当前优化农村教师资源配置机制的主要举措。Bridging the gap between urban and rural areas in educational quality is a hard nut to integral development of urban and rural education,which has resulted from different qualities and levels between urban and rural teachers.Thus the key point to promote an integral development of urban and rural education is to transform the configurative mechanism of teaching resources to vigorously strengthen the construction of rural teaching teams.Effective measures should be taken to optimize the configurative mechanism of rural teaching resources by introducing a system of special allowance to rural teachers,treating teachers as public service workers to impose compulsory education,intensifying training mechanism of rural teachers and deepening a reform of the system of personnel distribution in rural middle and primary schools.
