摘　　要：开放教育"以用为本"教学模式,就是在学员学习理论知识和专业知识的基础上,开展专业技能的综合训练,达到掌握较强的动手技能和运用方法的能力之目的。服务为先提升三力是以电大的服务文化理念,为学员提供优质的学习支持服务,达到服务育人的目的,在服务中提升湖州电大执行上级电大各项教学改革任务的能力,提升学习支持服务能力,提升电大在经济社会发展中的核心竞争力。Application is the teaching mode in the open education. It means that students carry out the comprehensive training of professional skills and achieve the ability of practice and application after they learn the theoretical knowledge and professional knowledge. Service first and improvement of abilities means that in order to provide the good study support to the students based on the idea of supporting the good service to them, Huzhou Radio and TV university should improve the ability to carry out the teaching reform better, the ability to provide the study support service better and the competition in the economic and social development.
