摘　　要：基层党内民主作为党内民主的基石,在党内民主建设中具有重要地位。目前,高校基层党内民主建设方面存在党员权利保障不到位、党内体制构建的关系未完全理顺、民主集中制执行不到位等问题。高校基层党内民主建设是一项系统工程,立足高校的民主传统和制度等优势,充分调动广大党员的积极性,可以实现民主建设的创新。As the cornerstone of Party democracy,the grassroots Party democracy occupies an important position in its construction.Currently,many problems exist in the construction of the grassroots Party democracy in colleges and universities,such as the inadequate guarantee of party members＇ right,the incomplete rationalized relationship of the inner-Party＇s institutional construction;the inadequate performance of democratic centralism,etc.Innovating democracy and the systematic project of developing the inner-Party democracy at the grass-roots level in institutions of higher education can be accomplished through giving full play to their democratic and institutional traditions and the initiatives of the vast numbers of the party members.
