摘　　要：教育财政作为政府及政府主管教育的公共部门有效地筹措、分配、使用和管理各种教育资源的经济行为,对促进教育公平发挥着重要功能和作用。教育财政政策的变革本质上也是对于教育公平的不断推进和完善。入学费、教育券作为不同历史阶段基础教育财政领域的变革产物,鲜明地体现了基础教育财政致力于教育公平的努力。Educational finance,as a means of economic behaviour,plays an essential role in promoting educational fairness.The reform of educational finance policy is essentially advancing educational equity.Both tuition fee and educational vouch introduce a change in the field of basic educational finance,and show a effort to achieve educational fairness as basic educational finance.
