摘　　要：随着开放教育的快速发展,教育规模效益与教育质量保障之间的矛盾已渐显现,开放教育的质量和管理倍受关注,针对开放教育的质量保障体系、监控和考评机制进行全面的理论探讨,为提高开放教育的质量与管理发挥应有的作用。With the rapid development of the open education,the conflicts between the scale efficiency and quality assurance emerge gradually,thus the quality and management of the open education get much attention.The paper gives an overall discussion on the monitoring and performance appraisal system to the quality of the open education in the hope of that it can play a due role in the management of the open education.
