摘　　要：以科研管理人员的视角,从国家自然科学基金申请书落选原因之一"立项依据不足"的表现入手,分析"立项依据不足"与研究生文献综述写作存在的问题之间的关联,反思在研究生教育过程中文献综述写作训练的欠缺,以期对研究生培养给予一定的启示。From the viewpoint of research administrators,the relationship between failure in applying fund from National Natural Science Foundation due to insufficient scientific basis and problems in literature reviews should be considered,this article tries to analyze the relationship between ＂insufficient scientific basis for project＂ and problem in writing literature reviews of postgraduates,and rethinking defects in training of review writing in process of educational training is needed in order to provide some inspiration and ideas for training programme of postgraduates.
