实现高等职业教育依法治理的基本条件——从依法治教现状谈起

摘　　要：推进高等职业教育依法治理是确保高等职业教育健康、快速和可持续发展的基石。调查发现,政府依法治教意识薄弱,高等职业教育依法治教现状不理想,人治现象较为严重。推进高等职业教育依法治理,需要创造一些基本条件,营造良好的法治氛围。为此,亟待采取如下改革举措:从政策调控走向依法治理,奠定依法治理高等职业教育的基础;建立健全相关法律体系,确立依法治理高等职业教育的前提;切实加大监督问责力度,构建依法治理高等职业教育的保障机制。Boosting the governing of higher vocational education according to law is the foundation for achieving healthy, rapid and sustainable development of higher vocational education. Investigation showed that, the government has weak sense to govern education according to law, the situation of governing higher vocational education according to law isn＇t ideal, and the phenomenon of governing education by people is serious. To advance the governing of higher vocational education according to law, the legitimate atmosphere must be built, and material reform measures must be taken： transfer from policy adjustment to legitimate governing, and lay solid foundation for governing higher vocational education according to law; build optimal legal system and establish prerequisite for governing higher vocational education according to law; enlarge the supervision and accountability degree and construct assurance mechanism for legitimate governing of high- er vocational education.
