创建开放大学存在的认识误区与对策研究

摘　　要：为贯彻落实国家全民终身教育和人力资源强国战略,《国家中长期教育改革和发展规划纲要(2010-2020年)》作出了创建国家开放大学的重要规划。针对开放大学创建中存在的"电大翻牌说"认识误区,需分析其产生的原因,进而研究消除认识误区和以电大为基础创建开放大学的相应对策。In order to promote lifelong education for all and to make China into a human resources power,the establishment of the Open University of China,as an important strategic plan,was first written in the Outline of China's National Plan for Medium and Long-Term Education Reform and Development(2010-2020).Misleading ideas like 'change of a name' during the establishing stages are analyzed and relevant strategies are suggested.It is believed that the reason for such misleading ideas is mainly the result of misunderstanding the macro strategic requirements of the country about establishing such a university and the shortage of knowledge about the historic contributions and future development needs of RTVUs.
