摘　　要：北京提出建设世界城市的目标,不仅要完成硬件目标,更要完成一系列软件目标。开展公民教育、塑造现代公民意识、完善现代公民组织和建设现代公民社会是至关重要的。在未来北京世界城市的发展和建设中,政府应着力提高公民参与机会、强化合作,把改善和强化公共服务职能作为社会经济发展的一个中心环节,并以此为出发点来制定和规划城市发展战略,使每个公民都是城市建设的一份子,激励全市人民群策群力全面参与城市建设,使每个人都能分享城市发展的成果。In order to accomplish the target ＂city of the world＂, Beijing is not only required to achieve the hardware goals, but also a series of software ones. It is greatly important to carry out education, model modern citizen consciousness, complete modern citizen organizations and build a modern civil society. During the future of construction and development of Beijing＇ s ＂city of the world＂, the government should strive to improve the citizen participation opportunity, strengthen cooperation to consolidate the public service function as the core of social economic development, and regard this as the starting point to formulate urban development strategies, enable every citizen to be a part of the city construction, encourage all the people to fully participate in the urban construction, sharing the urban development achievements.
