摘　　要：依托电大开展社区教育是社区教育发展的现实需要。市级电大开展社区教育需要在发挥其自身优势基础上,不断拓展相应职能。面对社区教育发展的趋势,需要以开放大学建设为契机,不断探索并完善社区教育指导与管理机制。The practical need to develop community education calls for the participation of Radio and Television University(RTVU).Meanwhile,the RTVU is currently undertaking a mission to transform itself into an Open University.A municipal RTVU shall then seize this rare opportunity to fully exploit its own advantages to play a bigger part in this aspect.Thus,it is necessary that a mechanism should be established to guide and manage the community education.
