多层治理视野下的教、学、管集成:大学英语教学改革的新思路

摘　　要：本文依据教育特征和我国高校大学英语教学的现状,借鉴新近出现的多层治理理论,从教学管理和实践层面提出在深化大学英语教学改革中创建和完善"教、学、管集成"机制的必要性,并从教学改革实践的角度论证了如何建立和推行这一机制的可行性。作者希望借助于创建这一集成机制,充分调动学校教师、学生和管理者三方主观能动性,并在三者之间形成一个既相互支撑又相互督促的互动机制,为在理论和实践上探索符合我国高校外语教学的基本规律提供参考和借鉴。In this paper the author proposes an administrative mechanism which operates upon the vision of integration and quality control with an aim to integrate and optimize teaching, learning and administrative factors for a better solution to the existing problems identified in the field of College English teaching in China. The author also provides some empirical findings to justify it from teaching, learning and administrative perspectives. The practice of this mechanism, as the author hopes, can generate a mutually supportive and supervisory mentality on campus and as such, yield some valuable reference to educational reforms at the tertiary level in China.
