摘　　要：学科是大学组织建制和运行的基础。在"校-院-系"权力组织结构中,学科处于虚拟地位和无权状态,政治权力主导着学科的发展方向和建设路径,极大地限制了学科的发展能力。从大学文化组织特性出发,大学的管理重心应下移至学科,赋予学科实体性权力,建立"校-院-学科"权力组织结构。Discipline is the basis of establishing and running university system.In the organization structure of university-department-school,discipline is not only virtual organization without power,but also is controlled in developmental direction and ways by political power,which restricts developmental ability of discipline.Basis on university as cultural organization,university management centre of gravity should shift to discipline which should be endowed with power,university should establish university-department-discipline.
