摘　　要：企业集团化发展中突发事件应急管理决策是由一个决策团队通过科学的原则、程序与方法所作出的民主与集中相结合的决策,它是团队决策、群体决策和决策支撑体系的集成,具有时间紧迫性、信息稀缺性和效果风险性的特征。其应急管理决策过程包括创意集结和决策集结两个阶段。而两个阶段有其不同的决策任务和特征。完整的决策过程应实现创意脑和决策脑双脑模式的有效结合。在决策过程中还应贯彻和遵循LSD决策机制,即学习、协同和动态机制,通过该机制体系功能的应用以期提高应对突发事件决策的效率。In the development of enterprise grouping,emergency management decision is a decision-making made by a team through scientific principles,procedures and methods,combinating with democracy and centralization.It is an integration of a team decision-making,group decision-making and decision support system with the characteristics of time urgency,information scarcity and risk of effect.The decision-making process of emergency management includes two phases of creative assembly and decision-making assembly,which have different decision-making tasks and characteristics.The complete decision-making process should be achieved by the effective combination of dual-brain mode which is made of creative brain and decision-making brain.It should implement and follow the LSD decision-making mechanism in the decision-making process,that is learning,synergy and dynamic mechanism.Efficiency of decision-making could be improved for responding to emergencies through the application of the mechanism system.
