中国食品安全管制的变迁规律探析

摘　　要：在经济体制转型、政府职能转型和全球化语境及国际管制变革潮流的推动下,中国食品安全管制的制度变迁呈现以下规律:管制重心从经济性管制走向社会性管制;管制理念从食品卫生走向食品安全;管制法规从以《食品卫生法》等为代表的部门主导型法规体系走向以《食品安全法》为标志的基本法法规体系;管制机构从分散管制走向综合管制和集中管制,现阶段正处于从分散管制模式向综合管制模式转变的进程中。Under the push of economic system transformation,government function transformation,globalization context,and international regulation innovation,the institutional change of China＇s food safety regulation shows the following rules： the regulation emphasis changes from economic regulation to social regulation;regulation concept changes from food hygiene to food safety;regulation law changes from department dominant law and regulation system of Food Hygiene Law to the basic law system characterized by Food Safety Law;regulation organization changes from individual regulation to comprehensive and central regulation.At present,the regulation mode is changing from individual regulation toward comprehensive regulation.
