摘  要:我国新一轮基础教育课程改革推行十多年以来,在理论上和实践上暴露出了许多问题。在理论上,理论基础不牢固;在实践上,无法与其他社会机制和体制实现共契与协调,不均衡问题十分突出,行政色彩较浓厚。因此在新的历史时期,课程改革要着力在这些问题上寻求突破,实现健康发展。在理论上,处理好“国家化”与“民族化”的关系;在实践上,实现与其他社会机制和体制的共契与协调,关注弱势群体,淡化行政色彩。There are still many perplexing problems in theory and practice, after more than a decade of the new reform of Curriculum Reform in Elementary Education. In theory, the theoretical basis is unstable. In practice, firstly, the reform of curriculum is out of harmony with other system; secondly, the reform is unequal; thirdly, the reform can not be independent on administrative control. Therefore, in the new historical period, we should focus on how to settle these problems: in theory, the relationship between the internationalization and nationality should be handled well; in practice, the reform of curriculum should be in harmony with the other system; the disadvantaged should be paid more attention; the reform should be independent, with less affection from the administrative control.
