摘　　要：我国是一个地域辽阔的国家，东部沿海地区与中西部地区、城市与农村的基础教育发展极为不平衡，其中最为主要的方面就是师资。近年来，地区间教师的不合理流动又进一步地加剧了这种不平衡．所以，当务之急就是要消除这种不合理流动，进而促进地区问基础教育的均衡发展，这对我国“和谐社会”的构建也将起到巨大的推动作用。China is a vast country, the development of education between eastern coast area and central and western regions, city and countryside is so imbalance, the main reason is teachers. In recent years, the unreasonable flowing of teachers in regions also intensifies this kind of imbalance. Therefore, eliminating the unreasonable flowing is urgent, and then promotes the regional balanced development of education. It will promote the construction of harmonious society on a large scale.
