国外学分互认与转移的探索及启示

摘　　要：我国的学习型社会建设急需通过建设"学分银行"来形成终身学习"立交桥"的枢纽,进一步打通各类教育之间和学校之间的隔阂,促进优质教育资源的整合和交融。如何建设"学分银行",一方面需要结合国内实际加强探索,另一方面需要借鉴国外学分互认与转移的经验,尤其需要借鉴诸如美国学分衔接和转移政策、欧洲学分转换与累积系统、澳大利亚资格框架、韩国"学分银行"体系、加拿大的学分转移制度的成功做法,克服他们的问题与困难。The learning society construction of our country is urgent need to build a ＂Credit Bank＂to form the hinge of lifelong learning ＂Overpass＂,further open up the gap between various types of education and schools,and promote the integration of quality and blend of educational resources.How to build ＂Credit Bank＂,on the one hand need to combined with the actual to enhance exploration,on the other hand need to draw on credit recognition and transfer of foreign experience,especially need to learn the successful method such as credit join and transfer policy of U.S.,European credit transfer and accumulation system,the Australian Qualifications Framework,South Korea ＂credit bank＂ system,credit transfer system in Canada to overcome their problems and difficulties.
