非均衡模式下藏区发展的问题与对策

摘　　要：藏区是藏民族集中居住的区域,包括西藏自治区和甘肃、青海、四川、云南4省的10个藏族自治州和2个藏族自治县,长期生活着藏族、汉族、回族、羌族等许多民族,具有特殊的政治地位,对国家稳定有重要影响。调查显示,在非均衡模式下,当前藏区存在经济发展相对落后;社会事业,如教育事业、医疗卫生、劳动就业、社会保障、科技事业、文化事业、体育事业、社区建设、旅游事业等发展相对滞后;区域文化与经济社会发展不协调,不能适应现代经济发展;藏区居民人均收入相对较低;就业困难等问题。这些问题在不同程度上制约了藏区的经济、社会发展,需要采取包容性增长策略,加快经济和社会事业发展,增加文化建设投入,采用藏区居民易于接受的形式,推动藏区文化的演进,保障藏区和平稳定。Tibetan area has particular political status in China.The investigation showed that there are many problems under unbalance mode,the economic development has lagged behind;social undertaking,such as education,medical and health,employment,social security,science and technology,culture,physical training,community construction,tourism are relative backward;regional culture can＇t adapt to modern economic development;income per capita are relative low and so on.Those problems restrict economic and social development of Tibetan area,the inclusive growth strategy should be adopted to quicken economic and social development,increase culture construction input,promote culture evolution,ensure a peaceful and stable environment in Tibetan area.
