香港经济转型期人力资本投资及对上海的启示

摘　　要：香港经历过三次经济转型,期间香港政府根据转型的需要有针对性地进行了人力资本投资,促进了经济转型的实现。目前正经历经济转型的上海与香港存在许多共同之处。总结香港在经济转型中人力资本投资的经验和教训,有利于为上海在转型期的人力资本投资提出可资参考的建议。Three transition periods of economy have taken place in Hong Kong.The government of Hong Kong has made the corresponding measures of human capital investment according to the need of the economy transition to accelerate the economic transformation.Shanghai is going through an economic transformation,which has plenty in common.This article summarizes the experiences and lessons of the human capital investment of Hong Kong and suggestions are given to the human capital investment of Shanghai in the transition period of economy.
