摘　　要：推进区域内城乡教师合理、有序交流,是义务教育阶段均衡师资配置的一项重要举措。在制定与执行城乡教师交流政策时,需要准确把脉政策制定的时代背景;理性分析政府的决策与执行行为;合理兼顾政策相关主体的不同利益诉求,使得区域内城乡教师交流政策的制定更加科学、合理,执行更加通畅、有效。To balance teacher distribution at the compulsory education stage,it is an important action to advance reasonable and orderly exchange among teachers in the city and countryside.Formulating and implementing the city and countryside teachers exchange policy must involve deep reflection： how to fix accurately the time of policy formulation;how to rationally analyze the government＇s decision-making and execution;how to give dual attention to the relevant subject＇s divergent interest demand to guarantee scientific policy-making and effective execution.
