摘　　要：基础教育是国家教育发展的根基，教育公平是社会公平的起点。深化以制度设计为重点的西部城乡基础教育改革，推进西部城乡基础教育均衡协调发展，是一项人民群众最关心、最直接、最现实的艰巨的工作任务。从长远发展看，推进西部城乡基础教育均衡协调发展，促进教育公平公正，办人民满意的教育，最根本的是着眼于制度安排，为其创设良好的政策环境。Basic education is the foundation of the national education development, ＂Equal Access to Education＂ is starting point of the social justice. Deepening the reform of basic education in the western areas with the system design as a key point and promoting the equitable and balanced development of basic education in the western areas is a most direct,realistic and collar task,which is of greatest concern to the people. In the long run,creating a favorable policy environment for system design is the most fundamental task to promote the equitable and balanced development of basic education in the western areas, boost education fairness and do satisfactory education for the people.
