摘 要:大学推进区域基础教育均衡发展主要有三条路径:理论研究与咨询服务、人力资源开发及UD协作伙伴。其中UD协作伙伴路径强调大学自身的观念更新与教育创新,从大学使命与知识生产本质的角度诠释研究、教学、服务的方式变革,是实现高校三大职能的重要保障机制和促进力量。双线推进的区域基础教育均衡发展UD伙伴协作具有促进资源生成与整合的优势,能促成大学的基础教育使命在高等教育管理体系中从"本能结合"、"本义结合"向"本质结合"阶段的跃迁,实现研究、服务、学习一体的文化创新。To promote the balanced development of basic education in certain district, there are three approaches for university, which are theoretical research and consuhancy service, human resource development, UD partnership. And the last one is the important guarantee mechanism and a good chance to realize the three major functions of university, which emphasizes on renewal ideas and educational innovation to pursue the transformation of mode of science research and instruction and service from the perspective of the mission of university and the hypostasis of production of knowledge. It is the UD partnership for the balanced development of regional basic education advancing in double line which has advantage to facilitate the generation and integration of resource, and makes the mission of university concerning on basic education a leap from the stage of instinctive link or original meaning link to the stage of essential link in higher education system so as to realize the cultural innovation for integration of science research and service and learning.
