摘　　要：新世纪日本的高等教育改革的重要特点之一就是加强建设高水平科研基地,培养具有国际竞争力、具有创新能力的人才。该特点集中体现在"21世纪卓越科研基地计划"这一政策中。本文主要介绍了"21世纪卓越科研基地计划"主要内容,分析其出台的背景,特点、影响以及存在的问题。One of the important characteristic of the new century Japanese higher education reform is constructing the high-level scientific research base and training talent who has international competitiveness and creative ability.This characteristic centralism manifests in the policy of'21 st Century Center Of Excellence Program'.This paper introduces the main content of'21 st Century Center Of Excellence Program'.Then analyzes the background,characteristics,impact and the existing problems of this program.
