摘　　要：民族地区基层政府领导力是维护社会稳定的关键。社会转型时期各类矛盾凸显,基层政府领导力也受到前所未有的挑战,尤其是信任基础薄弱、公共政策失衡、危机意识不强、基层组织弱化等问题严重影响民族地区基层政府的公共治理能力。当前应按照和谐社会的本质要求切实提升基层政府领导力,重点是重塑政府形象、强化服务职能、完善决策机制、提高社会管理水平和增强危机处理能力,使民族地区的基层政府真正能够实现服务型政府的本质诉求。the government leadership at grassroots level in minority areas is the key to maintain social stability.Various conflicts appear during the period of social transformation and the government leadership at grassroots level is also facing unprecedented challenge,especially when such problems as weakness of trust foundation,imbalance of public policies,weak awareness of crisis and weakening grassroots organization,seriously affect the public administering ability of the government at grassroots level in minority area.Currently,the essential requirement of a harmonious society should be followed to practically enhance the government leadership at grassroots level.The focus should be on rebuilding government image,enhancing service function,improve decision-making mechanism,increasing social managerial level and reinforcing crisis treatment ability,so that the government at grassroots level in minority areas can truly fulfill the essential objective of service-oriented government.
