Institutional Transplanting: Can It Eliminate Institutional Bottlenecks in Reforming China's Government-affiliated Institutions?

摘  要:当前,事业单位人事制度改革已经面临着制度供给不足的瓶颈。能否消除改革的制度瓶颈,直接关系并决定着事业单位人事制度改革的成败。实践证明,希求在原有的干部人事制度之内寻求消解瓶颈之路,已经无法将改革推向深入。因而,必须寻求固有制度之外的制度突破。比较而言,移植较为成熟的企业人力资源管理制度模式无疑是事业单位人事制度改革的合理选项。虽然受体制环境中的障碍性因素所催生的制度摩擦会降低人力资源管理制度的成活率,但是由制度失衡和制度差距而产生的制度外溢效应以及组织内部管理的共通性则为制度移植提供了可能性。为了规避由制度移植的不确定性可能催生的社会风险,需要通过理顺事业单位管理体制、完善配套措施、优化非正式规则以及强化制度学习能力等措施,达到消解影响事业单位改革制度瓶颈的目标。Currently, personnel system reform in China's government-affiliated institutions has already been confronted by the bottleneck of the shortage of institutional supply. Whether we can eliminate institutional bottlenecks in reform will directly determine the result of the personnel system reform in China's government-affiliated institutions. Practice has proved that it is impossible for us to push reform further if we hope to search for a path to eliminate bottlenecks in the target system itself. Therefore, it is necessary to seek institutional breakthroughs from outside. Comparatively, transplanting the relatively mature human resource management of enterprises is undoubtedly a reasonable choice for the personnel system reform in China's government-affiliated institutions. Although institutional friction, which is produced by factors of obstacle in system environment, can decrease survival probability of human resource management system, institutional spillover effect produced by institutional imbalance and institutional gap and commonality of internal management within organization make it possible to adopt institutional transplanting. In order to circumvent possible social risks derived from uncertainty of institutional transplanting, we need to take measures, such as the rationalization of public service management system, the completion of supporting measures, the optimization of informal rules, and the strengthening of institutional learning ability, to achieve the target of eliminating institutional bottlenecks affecting the reform of China's government-affiliated institutions.
