关于开放大学质量保证体系的思考——学习者参与的视角

摘　　要：在传统的教育质量保证体系中,学习者仅作为教育的接受者,没有真正参与学校的质量保证过程,学校主要采取以政府或某一组织机构为主导的集权型保障体系,这一体系缺乏监督和透明性。开放大学要落实"以学习者为中心"的理念,学习者应在其质量保证体系中发挥应有的力量。在英国高等教育质量保证体系及在此框架下英国开放大学的质量保证中,学习者参与已经有了成熟的发展,并发挥了不可替代的作用,其经验可为我国开放大学质量保证体系中学习者的有效参与提供借鉴,以正确认识并积极创造条件利用学习者力量来保证我国开放大学的教育质量,使学习者参与成为构建我国开放大学质量保证体系的核心要素之一。In traditional education,quality assurance systems consider learners as recipients of education,and excludes them from the quality assurance process.Universities in China mainly adopt an assurance system lead by the government or certain organizations,And this system can have big limitations and lacks supervision and transparency.Open University should implement the concept of ＂learner-centeredness＂,in which learners are involved in thequality assurance system.For example,U.K.＇s higher education system and Open University have already taken learners as an irreplaceable force of quality assurance system.This paper proposes some effective ways for learners to participate in quality assurance,with an aim to make learners the core elements of education and to ensure the educational quality of China＇s Open University.
