摘　　要：本文认为国家教师标准的缺失,导致了职前师范教育与在职教师培训课程设置缺乏依据。在职教师专业发展由于培训机构行政职能的"越位"与专业引领的"缺位"失去了专业创新动力,教师专业发展走向同质化。此外,教师管理权与使用权的分离消弱了教师对学校的忠诚度。The main problem in teacher management system is the lack of national standards for teachers, which led to the curriculum design being short of basis in the pre - service teacher training and in- service teacher training. As the ＂offside＂ in the administrative functions and the ＂absence＂ in pro- fessional leading, the in - service teachers＇ professional development lost the power of professional inno- vation. Furthermore, the breakaway of teacher management and employment impaired teachers＇ loyalty to school.
