摘　　要：《国家中长期教育改革与发展规划纲要》已经明确提出高等教育要进行"去行政化"。"去行政化"要求对政府对高职院校的发展提供保障和引导,摆脱微观管理倾向,引导高职院校自主办出特色;"去行政化"呼唤真正的职业教育家管理高职院校,行使自主办学权;高职院校内部则要避免"去行政化"的形式化。De-bureaucracy of higher education has been listed in the agenda in the National Outline for Medium and Long Term Educational Reform and Development(2010-20).De-bureaucracy requires that government safeguard and guide the development of higher vocational institutions without being too much involved in micro-management.It is vocational educators who manage higher vocational institutions and exercise their own running rights.Formality must be avoided in the process of de-bureaucracy.
