新疆双语教育跨越式发展的问题与对策研究

摘　　要：双语教育是发展新疆民族教育事业的一项战略措施。要适应新疆跨越式发展和长治久安战略实施的需要,推进双语教育跨越式发展,必须切实提高科学推进少数民族学前和中小学双语教育政策的执行力度,坚持采取多种有效措施,加强高素质双语教师队伍建设;健全双语教师评价和激励机制,吸引大批优秀人才从事双语教育工作;高度重视双语教育的科学研究工作,强化对教学实践的指导作用;充分有效地发挥现代远程教育设备在双语教学中的作用,重视发挥民汉合校和集中办学规模优势,大面积提高双语教育质量;坚持以传承中华文化为核心,高度重视文化交流交融,促进各民族之间的相互理解与认同。Bilingual education is a strategic measure to develop ethnic education in Xinjiang.To meet the need of great-leap-forward development and a long-term stability and promote bilingual education in Xinjiang,efforts should be made to improve executive ability of policies for scientific development of bilingual education for ethnic minorities at pre-schools as well as primary and middle schools;various measures should be taken to build bilingual teaching body of high qualities;appraisal and stimulating system should be set up to attract a large number of excellent talents to carry out bilingual education;importance should be attached to scientific research of bilingual education in teaching;a full play should be given to modern distance education equipment and advantages of one school for the Han and ethnic minorities as well as central schools should be taken to improve bilingual education on a large scale;and inheritance of the Chinese Nation＇s culture and cultural integration should be adhered to for mutual understanding and identity between different ethnic groups.
