摘　　要：以问题为中心,以案例为载体的"国培计划",通过对培训机制创新,采取对骨干教师集中培训、脱产研修及大规模教师远程培训相结合方式,其中以网络远程培训为主体形式、采用远程开放教育模式是保持"国培计划"长期性、有效性的最佳路径。＂ National training program for primary and secondary school teachers＂, which is problem -centered and using case -study, takes innovative training mechanism. This program also provides full -time training for the backbone of teachers and makes focused training and large - scale remote training for teachers. Among these paths, network remote training is the best way to maintain the permanence and effectives of this ＂national training program＂.
