摘　　要：大规模教育考试命题工作质量取决于命题管理流程及质量控制标准。本文提出应用ISO9000对命题管理流程及质量控制标准进行再造,以建立符合ISO9000标准的命题质量管理体系。文章首先讨论了ISO9000质量标准在命题工作中应用的可行性。然后,分析了在命题工作中应用ISO9000质量标准的特点、ISO9000八项管理原则的具体应用以及ISO9000质量标准在命题管理工作中应用的方法。最后,指出教育考试机构在命题工作中引入ISO9000标准,不但对内能提升命题质量保证的有效性,对外还能证明其具有考试质量的保证能力。The work quality of test-paper development in the large-scale education examination depends on the management procedure and quality control standard in the test-paper development. In order to establish the quality management system of test-paper development which accords with ISO9000, the reengineering to the management procedure and quality control standard of test-paper development based on ISO9000 is proposed in the paper. The feasibility applying ISO9000 to the test-paper development work is firstly discussed. Then, the characteristics of ISO9000 application, the application of the ISO9000 eight management principle and the application method are analyzed. Finally it is indicated that the introduction of ISO9000 to the test-paper development in education examination authority not only promotes the internal validity of assuring test-paper development quality, but also prove the assurance ability of examination quality externally.
