美国能源部国家实验室的管理对我国高校建设国家实验室的启示

摘　　要：对美国能源部管理的国家实验室进行研究,分析其与美国大学之间的关系,在此基础上讨论高校建设国家实验室的优势条件,提出在高校建设的国家实验室应该相对独立,建立完善的人员、资源共享制度,以实现高校与国家实验室建设的相互促进;建立完善的科研设备共享机制,以支持在高校建设大科学装置相关的国家实验室。National lab is an important part of national ST innovation system.In China,how to manage and operate national lab is still in discussion.The U.S.Department of Energy＇s National Labs have advanced management and operation experience.Based on the research on relationship between DOE＇s national labs and universities,and management and operation experience of DOE＇s national labs,this paper comes to the following conclusions：（1）Chinese universities have integrated disciplines and abundant resources,so that they have ability to operate and manage national labs;（2） national labs＇ management should be relatively independent from universities which act as the operator of national labs,because national labs have their own missions that are different with universities.But at the same time,measures which can strengthen the relationship between national labs and universities should be taken;（3）measures should be taken to make research facilities available to most users in national labs operated by universities.
