摘　　要：黑龙江省义务教育学校标准化建设存在的主要问题有:三级课程管理政策认识不到位;教育资源的配置不均衡;教师待遇低等问题,教师素质有待提高.应对策略:加强三级课程的管理与监督;切实建立"以县为主"的保障机制;加强教师队伍建设等.The major problems in the construction of standardized schools for compulsory education in Heilongjiang Province involve the follows： less understanding of the three-level course management policy,imbalance of the deployment of education resources,low pay for teachers and the teachers＇ quality to be improved.The countermeasures to these problems are to strengthen the management and supervision of the three-level courses,establish county-focused guarantee system and enhance the construction of teachers.
