摘  要:教育均衡理念的提出以及教师专业发展的挑战引发了对城乡教师校际交流问题的关注与思考。目前,在"硬性"的交流政策指导下,各地教师校际交流陷入了困境。因此应健全教师交流机制,改变"刚性"教师交流制度,坚持"政策引导、以县统筹、因地制宜、柔性流动"的原则,同时应增强教师的"服务"理念,重视专业情意态度的转变让其自愿服务农村并提高其专业化水平。The proposal of balanced development in education and the challenge for teachers' professional development draw our attention to the problems of the exchanges between the teachers from urban and rural schools.At present,the "inflexible" policy on exchanges has put teachers into a difficult situation.Therefore,policy on teachers' exchange should be perfected;the "inflexible" policy should be changed;the principle of "policy guiding,county arranging,adaptation to local condition and flexible flow" should be upheld;teachers' "service" awareness should be enhanced,importance should be attached to teacher's choices to serve countryside and to improve their professional levels.
