高校消防安全管理责任风险及防控措施

摘　　要：近年来,高校火灾事故呈上升趋势,校园防火安全形势严峻。高校作为校园防火安全管理责任主体,不可避免地面临着来自责任主体、责任客体、法律责任等各种责任风险。对此,高校应强化责任主体意识,充分发挥主体作用,在进一步健全完善校园防火安全责任制度体系的基础上,针对风险点和管理中的薄弱环节,全方位构筑校园防火安全防控体系,特别要争取专门机关的业务指导和相关机构的消防技术支持,最大可能地降低管理责任风险,确保校园防火安全。Currently, the fire accidents are increasing in universitiesthe situation of fire-fight is severe the in campus. As the main part of management responsibility of campus fire-fighting security, universities are inevitable to confront every kind of responsible risks from the responsible subjects, the responsible objects and the law responsibility. Facing the responsibilities and risks, universities should strengthen the consciousness of responsible subjectivity, exert the main part effect thoroughly. On the base of improving and perfecting the fireproof security responsibility system in campus, aiming at risky points and the weakness in the management, university should ensure the safety of fire prevention in campus in all aspects, strive for the work guide in the special agency and the firefighting technological support of relevant office especially, decrease the responsible management risk as possible.
