摘　　要：摘要：和归宿。因此，衡量一个高职院校办学质量与水平的关键，就是看这个院校专业建设与人才培养方案的制定。对陕西交通职业技术学院高职教育人才培养方案改革研究与实践工作做出阶段性总结，对高职人才培养方案进行了较为深入的探讨。Specialty is the specific embodiment for guiding principle of running shcool and characteristics in higher vocational college and also an important link too between school and society, but talents training is the basic task of running vocational college and as well as the starting point and objectives of teaching Implement. Therefore, the the key to measuring the running level and quality of higher vocational college depends on the specialty construction and talents-cultivating Program. The paper periodically summarizes the reform and implementation of talents-cultivating program in Shaanxi College of Communication and Technology and probes deeply into talents-cultivating program in higher vocational colleges.
