论“阳光体育运动”背景下的西部农村中小学体育师资配备保障

摘　　要：运用问卷调查与访谈等方法,对西部四川、重庆、云南、甘肃、青海5省市98所农村中小学校开展阳光体育运动的师资配备现状进行实地调查,结果表明:体育专职教师严重缺乏,兼职教师比较普遍;体育教师专业学历低、专业素质水平不高;西部边远山区体育教师学历提升与培训机会少;体育教师的评价激励措施缺乏,体育教师的权益得不到完全保证。从阳光体育运动的视角提出:增强教育法制观念,切实保障学生享有的体育权益不受侵害;西部省市编办、财政和教育部门要从编制政策的源头上,优先保证配齐西部农村中小学体育专职教师;健全完善西部"特岗计划"教师招聘考核制度;建立城乡均衡配置教师交流制度保障等,推动"阳光体育运动"在西部农村中小学的广泛持久开展。The methods of questionnaire and interview have been adopted to make survey on teacher allocation in developing sunlight sports in 98 rural primary and middle school from 5 western provinces and cities such as Sichuan, Chongqing, Yunnan, Gansu and Qinghai. The results show that full-time physical education teachers are serious lack, and part-time physical education teachers are quite common. Physical education teachers＂ professional degree is low,and their professional quality level is not high, physical educa- tion teacher＇s academic background enhancement and training opportunities is less in western remote area, the evaluation incentive measures is lack and their rights cannot be fully guaranteed. From the prospect of sunlight sports, this paper put forwards that we should strengthen the education of legal system and cogently safeguard students enjoy sports rights. The western provinces and cities office, finance and the education department should give priority to ensuring complete western rural primary and secondary school physical education teachers from making policy of the source, perfect western ＂work plan＂ teacher recruitment examination system, establish urban and rural balanced allocation of teachers exchange system and promote the extensive persistent development of sunlight sports in western rural areas.
