摘　　要："公忠"和"正义"作为我们伟大民族世代传承的基本道德规范和伦理精神,影响着一代又一代中国人的文化心理和思想意识。在全面建设小康社会的今天,仍然需要"公忠、正义"。而立党为公、执政为民正是新的历史时期"公忠"和"正义"的新内涵,是中国共产党章程中的应有之义;立党为公、执政为民。Loyalty and justice,the basic moral norm and ethical spirit for our nation,influence the cultural psychology and ideology of Chinese one generation after another.Building a moderately prosperous society in all respects still needs loyalty and justice.Nowadays.Party for the public and government for the people are the new connotation of loyalty and justice,the necessary meaning of the Constitution of Chinese Communist Party and the key content of The Scientific Outlook on Development.
