摘　　要：我国在WTO服务贸易领域中对高等教育服务的承诺,是对教育主权部分让渡的尝试。但是,这也使得我国教育安全面临着潜在的挑战和威胁。因此,我国应在教育主权的让渡与维护之间寻求平衡,既履行我国的国际义务,又合法地维护我国的教育主权安全。In the international educational service trade, transfer of education sovereignty is a matter of fact. China＂ commitments in entering WTO are practice of this. Now we are facing challenge and menace. So it is important to divide the national education sovereignty into different stratifications and rights. We can only transfer the derived rights to follow the international duties, meantime, to develop our international educational service trade and safeguard our national education sovereignty.
