摘  要:实现中国高校教育信息化的跨越发展,必须以创新的思维,通过大变革战略、特色战略、顶层设计战略、人本绩效战略、公建战略、后发优势战略的实施,重点采取以下六项举措:构建学科信息门户和学科网,实施学科信息资源"公建"工程;打造高校开放式专业课程教学网,突破名师资源瓶颈,促进教育公平;实施基于网络学习的高校与终身学习学分互认,搭建终身学习立交桥;建立CIO体制,科学统领信息化管理和建设;开发教育信息化网络培训平台,实施高校领导和教师信息化能力提升工程;开展教育信息化绩效评估,促进信息化科学健康发展。In order to realize the new development of Chinese higher educational informatization, we should implement six strategies and six major initiatives with innovative thinking. The six strategies include revolutionary breakthrough strategy, national feature strategy, top-leveR design strategy, people-oriented performance strategy, public building strategy, advantage of backwardness strategy. The six countermeasures include to build subject information portal and subject network, implement the engineering of academic infiwmation resources that "public building and sharing"; to create open professional teaching networks in universities, break the bottleneck of lacking high-quality teacher resources, promote education equity; to implement credit mutual recognition between university and lifelong-learning-based network learning; to establish CIO system, command informatization management and construction scientifically; to develop informatization network plattorm, implement informatization leadership promotion project for university's leaders and teachers; to implement education informatization performance assessment to promote scientific and healthy development of informatization.
