摘  要:教师培训的公益性是公益性教育事业理念的延伸与发展,即建成覆盖城乡的基本公共教育服务体系,合理配置公共教育资源,形成全免费的教师义务培训制度,使教师培训确实成为一种"公共福利",惠及全体教师。尽管长期以来存在着教师培训的公益性与私益性的争论以及参与教师培训各方的利益博弈,但基于公益性教师培训的必要性和可操作性的现实,公益性教师培训必然有着美好的未来。The public service of training teachers is the extension and development of the idea of public welfare education cause.It is to establish the basic public education service system covering both urban and rural areas,to allocate the public educational resources in a reasonable way,to form the compulsory system of training teachers free of charge,and to make the teacher training a real public welfare,benefiting all the teachers.Although there has long been a debate between the public interest and the private interest of teacher training as well as the interest struggle among different parties of teacher training,there is bound to be a bright future for the public welfare teacher training because of the necessity and operability of public welfare teacher training.
