摘　　要：建立健全干部学习考核和激励机制是加强党的执政能力建设和学习型政党建设的重要途径。在分析总结干部学习考核与激励制度的发展历程和存在问题的基础上,建立由干部学习考核体系、激励体系和保障体系构成的综合机制,有效激发干部学习的内在动力,对于建设推动干部学习的长效机制具有重要的意义和价值。Sound mechanisms of learning assessment and incentive are important ways of strengthening the Party＇s governance capability. On the basis of analyzing and summarizing the problems in the assessment and incentive system of leaders in the process of development, the establishment of a comprehensive mechanism including learning assessment system, incentive system and security system is of great significance and value to effectively inspire the intrinsic motivation of leaders and promote the construction of longterm mechanism.
