摘 要:"三教统筹"是20世纪80年代以来由政府发起和推动的农村教育综合改革的标志内容和主要途径,成为20多年来国家(政府)改革农村教育的政策工具。"三教统筹"政策的成效不足主要表现在两个方面:一是农村三种教育(基础教育、职业教育和成人教育)各自没有得到很好的发展;二是三种教育之间的结构不合理,尤其是职业教育和成人教育不能满足农村社会发展需要。这说明"三教统筹"政策的目标达成度低,也说明农村教育综合改革的成效不足。对"三教统筹"从政策要素各方面考察,其属于"软性政策",这也在一定程度上注定了"三教统筹"政策的成效不足之必然性。The policy of"Balanced Development of Three Types of Education"was the landmark content and main measure of the comprehensive reform of rural education launched and promoted by the government in 1980s,and has become the tool for the government to reform rural education for more than 20 years.This paper reports that the deficiency of the policy is mainly shown in two aspects:first,the three types of rural education(basic education,vocational education and adult education)haven't been developed well respectively;second,the structure of it is still not unreasonable,especially the vocational and adult education,which have not met the needs of rural society development.It proves that the goal achievement of the policy is low and the effect of rural education comprehensive reform is insufficient.By reviewing the policy from its elements,we found that it was a"soft policy",which was doomed to its deficiency in effectiveness to a certain extent.
