摘　　要：我国农民工现象是伴随着改革开放以及城市化、工业化和现代化的过程而产生的,如何更好地解决随迁农民工子女的就学问题是党和政府高度关注的一个重大问题,实行教育券制度有助于教育资源的优化配置,兼顾公平与效率,转变政府职能,保障学生受教育权利,是解决城市外来务工人员随迁子女教育的一种有效方法。The phenomenon of migrant workers come about in the processes of open - up and reform, urbanization, industrialization and modernization. The Party and government have put great emphasis on how to deal with education problem of their children. Education coupon is an effective way to optimize education resources collocation, take into account both equality and efficiency, change government＇s duty, guarantee students right for education, and solve the education problem for the children of migrant workers.
