政产学研结合推动一般地方高校学科建设的基本模式

摘　　要：在政产学结合共建一般地方高校中,学科建设不仅是由一般地方高校学科建设目标定位决定的,也是所在地方政府和企业推动区域创新体系建设、提高自主创新能力的迫切需要和必然选择,其合作的主要模式有产学研合作研发模式、共建研发基地模式和项目牵引模式等。为进一步强化政产学研结合推动一般地方高校学科建设工作,政府、高校和企业都要更新观念,准确定位,找准利益共同点;建立健全合作共建工作机制,并强化制度创新,健全项目管理和实施科研分类评价和激励政策体系。Discipline construction in local universities is promoted by the combination of govermnent - enterprise - univer- sity - research institute because it is not only the requirement of realizing discipline construction targets, but also the urgent need and inevitable choice of promoting regional innovation system and improving the capability of independent innovation. The main cooperation modes have three types, cooperative R＆D mode, R＆D base mode and project traction mode. In order to strengthen the combination of government - enterprise - university - research institute, the government, universities and enterprises should update ideas, find the right position, seek common interests, establish and improve the working mecha- nism of cooperation, strengthen institutional innovation and project management, and carry out classification and evaluation of research and incentives systems.
