广西县域农村学前教育及其发展机制的现状分析

摘　　要：机制是教育发展问题研究的三大主题之一。本研究以广西12个国家教育体制改革试点县为研究对象,从规模、结构、质量及效益维度分析了试点县学前教育的发展状况,从政策法规、经费筹措、行政管理等维度分析了其发展机制。结果发现,县域农村学前教育发展的各项制度还有待于进一步完善;乡镇中心幼儿园建设经费基本有保障,但运作经费还不足;管理上还比较混乱,管理制度建设不足。应从把握学前教育办学体制改革的本质,加强政策跟进措施的研究,加强制度之间的联动三个方面推进县域农村学前教育的改革和发展。The mechanism is one of the three theme topics for educational development research. This article, based on the 12 pilot counties cases under the national education system reform, analyzed the scale, structure, quality and effectiveness of the preschool education development of the pilot counties, and studied their policies, laws and regulations, economics and administrations of the development regulation mechanism. At last, some recommendations have been proposed on the mechanism reform.
